Two changes landed together this month. Rent bidding, tenants offering above the advertised price to secure a property, is now banned outright. And the annual rent increase cap now applies to the property itself, not the tenancy, closing the loophole where a new tenant moving in could reset the twelve month clock.
Neither of these affects how I operate day to day, I've never solicited bids and I don't cycle tenants to reset rent increases. But they matter for understanding where policy's heading. Every loophole that let landlords move faster than the twelve month rule gets closed one at a time.
Worth building your process around the rules as written now, rather than around whatever workaround used to be available. The direction of travel here is consistently toward less flexibility, not more.
